Transforming Elder Care

Through Collective Policy Action

South Africa, Namibia, Malawi and Botswana

The three year IDRC project, entitled Transforming Elder Care through Collective Policy Action in Southern Africa, is to support policymakers throughout the region in developing evidence-based action plans for family-based care of older persons, guiding the development of policies and programmes and budgeting.

Overall Objective: To inform elder care policies at different levels of government in targeted countries in Southern Africa by drawing on improved evidence and fostering policy dialogues involving a wide range of voices and contexts.

Specific Objectives:

  1. To identify the nature of each country’s eldercare policies and practices, and changes over time.

  2. To review how elder care has been financed over the last two decades across different contexts at different levels of government (national and provincial).

  3. To establish a multi-stakeholder national working group in each country and foster national and regional dialogues to establish elder care policy plans suitable for context.

The project seeks to influence elder care policy across multiple levels of government in Southern African countries, namely Botswana, Malawi, Namibia, and South Africa, by generating stronger evidence and facilitating inclusive policy dialogues that reflect diverse perspectives and contexts.

We analyse each country’s elder care policies and practices, tracking their evolution over time. We also examine how elder care has been financed over the past two decades at both national and provincial levels across varying contexts.

This work is guided by a national multi-stakeholder working group in each country, which drives national and regional discussions aimed at developing contextually appropriate elder care policy frameworks.
